I do have one question. On your JC Penney card you have listed a CL of 1650.00 and a balance of 11000.00. I hope that is a typo?
Time can heal all wounds and a low FICO.
Well I'll let the experts give the real advice but your util is definitely hurting you. Your overall util for the 3 open cards is 1900/2950 = 64%. The individual util on the cards with balances are 1100/1650 = 67% and 800/1000 = 80%. Just getting those down as fast as possible will help alot. I'm not real keen on applying for credit just to say you applied but since you haven't done so in 2 years then perhaps another card or two wouldn't hurt and would help to lower your overall util. I'm sure the "gurus" will be along to give detailed advice.
That CO is hurting also but since I'm still learning about how to handle those I'll let others advise.

You already know to lower your utility. Get it to under 3% for best results.
The only other thing you could do is get the CO off. If it is your only baddie then it is significantly hurting your score. Offer a PFD if you can. Just paying it will have no effect.
