New collection item on report, but only supposed to stay until 2009?

I have a new collection on a stupid ticket for $150 I didn't pay back in 2003.  It was just added in May of 2006, but shows it's supposed to stay on my record until April of 2009.  I'm going to try writing a PFD.  If it doesn't work, if I pay the ticket, will the 7 years start over?

As long as the item is PIF it will not restart the clock.

If I pay in full, why would it not start the clock over? I would expect the 7 years to start from the date of last activity.  I just want to be sure before I pay this ticket...
