As RobertEG stated you have get the INQ removed, but to prevent further unauthorized inquiries, you can freeze your reports. I have mine frozen not so much for identity theft reasons, but wanting my AAoA to improve, and since I get charged to unfreeze my reports, it's incentive not to app.
Can't you also still put a fraud alert on the cra's for free, so they have to contact you before approving anything?
We had to do that before when my BIL stole hubby's identity.

Yes the fraud alerts are free. Did it affect your husband when it came to potential creditors?
We pressed charges (this was a repeat offense. The only way he was going to learn you can't do this was to press charges. He still did it to others but not us again.) There were 3 cards. One took it off immediately when we called, the other 2 wanted police reports then removed the accounts. We were pretty lucky compared to what I hear some people go through for ID theft.
