I had a collection agent call me from OSI I let him know I wanted to dispute the account he said I can but if its found thats its mine they can get me for fraud is that true?

How will they "get" you? If you honestly don't think it's yours, then DV. If you KNOW it's yours, then DO NOT. It's not right. Either way, don't talk to anyone on the phone about any collection!!!! Good luck!

Did you want to dispute the account or get a debt validation?  You are 100% entitled to a debt validation.  I think he was just trying to scare you into paying off the account.  If I were you I'd send  DV via USPS with confirmation receipt requested.

Send the the DV and see what happens.  Moving forward all your contact with the CA should be via snail mail.

You have a right to dispute everything on your CR to be sure that it is accurate!!!
You aslo have a right to DV any CA to be sure that the account is yours. Thay MUST prove that it is yours.
 
In a DV letter state that they can not call you, everything by mail. If they call,after signing for DV, they are in violation.
All mail that you send CMRRR. Keep copies of everything!

NO, they can't get you for fraud.  The agent was trying to intimidate you into paying.
 
Like all the other posters have mentioned, you have every right to send a DV letter to a CA that's claiming that you owe a debt.  This is to ensure that:
  • The CA calling you is authorized to collect the debt (they are a portfolio buyer who purchases bad debts from companies or they are an agent hired by a company to collect the debt for them).
  • The CA is not tacking on outrageous (and sometimes illegal) fees, and if they are, they fully explain where the fees came from.
  • The debt is really yours, and not another person's (who happens to have the same name as you).

If they are able to validate the debt, they will send you documentation proving that the debt is yours.  They won't press charges against you for fraud - you're just confirming that the debt that they're calling you about is yours.  If they are threatening you with criminal action because you're asking for validation, then you need to look into suing OSI for violation of the FDCPA.  

Also, like the other posters have mentioned, don't talk to the CAs on the phone.  Communicate only through snail mail.
