Old Collection Removed..Now New Collection Appears

OK, here is the story.  I DV'd a collection over 1 + year ago (Acceptance Collection)..it worked and was removed.  About 6 months ago appeared again with a different amount (same collection agency) again sent letter with original letter and was removed once again.  Fast forward today get a email from my credit monitoring service, new collection agency appears on Experian (Vision Credit Solution) new dates, different amount but does not tell me the OC.  I can only assume this is the same collection just was sold to another CA as I've had a clean history for over 2+ years.  I disputed with Experian (is not on TU or EQ yet), as I have NOT received anything from this CA.

Two questions..Can this be a reaging issue?  Is this even legal as the first CA could NOT validate this debt and sold it to another CA?  The OC (HSBC) on this has already fallen off two of my credit reports (by disputing) and is only showing on Equifax with a date of last activity 2005 and amount of high balance $890. (the CA is trying to collect $1692???). 

What can I do???

You can DV the new CA. But, it may be assigned by the OC. Under what grounds did you dispute HSBC?
