Ordering a credit report for a deceased relative?

A relative's estate, of which I am due a large portion, is being handled by an out-of-town relative who is not communicating with me anymore.
 
Is it possible to legally order a credit report for this relative?  I have the date of birth and SS#.

I'm pretty sure not. As I recall, you have to either verify that you are the individual, or that you are the executor of the estate.

This sounds more like an attorney issue.
