If CO requires licensing - yes.  Will they easily is another matter but state AGs and Comptrollers love them for the fines they can collect.

Ok, next question - If a creditor is not licensed in my state, but the SOL has not run out in either states, and I dv, they have to take it off my credit report because they aren't licensed here, and they aren't allowed to collect, but can they sue?
 
And - if an unlicensed CA sued me previously, and got a judgement, which was paid, can they legally report the collection and the judgement?  If they are not licensed in my state, can I make them remove the judgement too?

Yes, they could hire an attorney there and sue
