I have an old judgement PRA supposedly owns and got in 2016. I have not heard anything from them in years until now they got a judgement revival today. I attempted a settlement offer last week and got a response they don't have account to contact the servicer Investinet. After chatting with Investinet they told me to contact Resurgence they was handling it. Is there something I can do? Why is no one claiming they have it but a revival still took place. I was willing to pay just to make them go away but not sure who or how to contact again.

A judgment from 2016 is one thing. How long the original debt can be reported is another. Reviving a judgment doesn't magically restart the credit reporting clock.
At this point, I wouldn't be offering anyone another dime until somebody can establish who actually owns the judgment and who has the legal authority to collect it. I'd also be careful about making settlement offers without knowing what effect that could have under your state's laws.
A lot of attorneys still offer free consultations. It might be worth spending 15 minutes with one and getting a professional opinion on exactly where you stand and whether that settlement offer created any potential consequences before doing anything else.
