Paid collection Negotiation

Can you negotiate paid collection removal with dept. store while establishing new credit at same dept store?

Has anybody ever used this as a bargaining chip successfully?

I don't know about a department store, but Amex did it with me.  They took away the gold card though and gave me a $1000 balance on a optima.
