Credit card companies were forced to put that on there by the federal government some time ago, and of course there are still people that keep their head buried in the sand and choose to not look at it while making minimum payments.  There are also people just scrapping by and have over spent their income and only able to meet the minimum. 

 

I do take advantage of BT offers from time to time (it accounts for all of my UTIL at present) but yes, don't just make minimum payments on a credit card if you can at all possibly avoid it.
