I'm assuming when the 5K BT at 0% shows from NFCU to PenFed that I'll get back every point I lost, and then some...
PenFed gave me a very nice CLI from 10K to 32K... so a 6K balance on one CC, across 62K (NFCU, PenFed, Cap1, Ovestock) available should bring my points back, not that it matters right now as I am TRYING to garden till july...

Yikes! I was hoping it would increase mine. I won't know just as yet, as out of 4 CCs, I paid off 2, and working on a 3rd, and hoping to keep the 4th at a <10% of CL. To keep my utilitzation low, and garden as I go. Does it "punish" you for 1st month, until they report 2 mos after the payoff? Or does it take several months?
It's only temporary in my case, as all 4 cards show a zero balance.
Once the BT shows up on PenFed, I hope to gain those points back.

So in a way it "punishes" you till somethign shows a balance of 1-9% of your total UTI on revolving debt.
I think there is more to it, something like only half your cards should show a balance as well.
All you have to do is let one card report a small balance and you'll get back the 15 points or whatever you lost. It's a very small work-around in the FICO system, but one that's super simple to employ and reap the benefits of.
