Permissible purpose

Can a company review a credit report if there is no account showing for the company and I have not applied for credit with this company?

Depends on the company I suppose. IMO, CAs, insurance companies, employers, banks, and brokerage firms have PP. Some service providers (like satellite TV, cell phones, etc.) have PP if you requested the service. IMO, any company you apply for credit with has PP or any company you request an extension of credit with (CLIs, new TLs, etc.) have PP.

I have applied for credit in the past and the TL never showed (new bank accounts, cell phone, biz phone, and other biz credit).

Hi gofigure, welcome to the forums!

 

I believe just about any company can review your reports via soft inquiry for promotional purposes, however, if it's a hard inquiry, I believe there has to be a credit related transaction initiated by you.
