Not sure where to post this so here goes....
I moved in to this new apartment on 7/28 this year, and almost immediately kept getting mail for a girl that does not live here -- not sure if she was the occupant immediately prior to me, but at first I did not think much of it. One day though, I received a bill from CAP ONE (which I thought was MINE, as I have 2 cards). Because I live alone I do not look at names, I just open my mail ... well, upon looking I saw a balance of $32,500 and nearly dropped!!!!!!!!! Thankfully it was addressed to this girl, not me -- then behind tha t there was a second bill for $12,000 !! This girl must have somehow gotten MASSIVE CL's and charged up and left the USA (her name is very foreign)...
TODAY I get a call from a # here in CA asking for me by my full name, stating I am listed as a RELATIVE or contact for this girl!!!!!! I asked how thery got my name and info, all she would tell me is I'm listed as a contact to find her. . WHAT is going on??? Did they soft pull me and find my address to match to hers? Did she somehow give them my info after I moved in? I am so worried about her debt ending up on my report somehow or something crazy!!
What can I do ? I already put freezes on my 3 CRAs ... What next? Who do I call? This has me in hysterics, as her debt has to be insurmountable and over $100,000 I imagine!!! Any advice would be appreciated -- I in no way want to be associated with this person. The olny thing we share is an address (her formerly, me current).

They're fishing based on an address match.
They are using standard skip-trace methods.
No, they did not find your address from a pull of your CR. They do not have permissible purpose to obtain your credit report.
They have permissible purpose to pull her credit report, and most likely obtained her, and now your, address from that pull.
They are using her prior address as an attempt to contact her.
FDCPA 804 pernits a debt collector to attempt to communicate with a third party only in an attempt to obtain current location information regarding a consumer.
In that attempt, they cannot disclose that the party is alleged to owe a debt.
They can ask if you know the current home or business address of the party.
I would not be overly concerned. It appears to be above-board, standard location attempts.
