I have a public record for a tax lien going back to 1994 tax year which was filed 11/4/99. The state of Missouri made a duplicate filing to another county in Missouri in January of 2003. The lien was ultimately discharged by the State in 1/16/05 when they discharged it because of their mistake. When should this lien fall off of my credit bureaus I was told that it came off 7 years after it became effective.

If the second lien was filed in mistake, it should have been vacated or withdrawn and completely removed from your credit report.  You need to get in contact with the state to have that one removed.

The second lien was a duplicate filing. The key here is however that the lien clearly states that it became effective Novenber of 1999. The lien was forwarded to another county on January of 2003. The CB are all picking up to date that it was copied to another county.

Also the state did finally determine in an audit that the lien was filed in erro and according to the state tax control, the discharged it rather than releasing it. Their contention is that the discharge means it was filed in error to begin with.

Regardless, if the second lien was filed in error, you need to contact the state to get them to file the paperwork to get it removed.  As far as the other lien, paid tax liens fall off your report 7 years after the date paid, unpaid liens can remain indefinitely.
