Question about rules for reporting an account to a CB

Scenerio:
OC posts a normal TL to CR when you opened an account.
Along the way, life steps in and it goes into default and then charged off (Listed as such on CR)
OG sells to JDB which transfers rights to this account.
JDB relists the account as a normal TL not a collections account.
JDB assigns a CA to collect for them
CA now lists the account on CR under collections.
At this point you have 3 listings for the same account.
This could go another step where CA files suit, gets default judgment and it gets listed in public records section.
That would result in 4 listings
Based on this situation,
while I can undestand a OC, CA, Judgement listing, thje question is,
is the listing by the JDB on the CR (esentially as a OC) legal?

Yes- if the JDB owns the debt they can list it this way
Is it right? not really.
However the OC must report the balances as Zero
