Long story short, I had a cell phone with Att, a few months ago I cancelled my contract and switched to Tmobile, I moved homes the week after so I never got the final bill. Then I totatly forgot about it.... a few days ago I got an alert from the monitoring service about a collection posted from IC System collections for the Att bill. I called Att and spoke to a manager and explained my situation of why I never got the bill. He decided to help me and recall the collection from IC System and take payment over the phone.
He mention that they will be letting IC Systems know that the account has been close, but he wasnt sure if IC Systems will remove the collection.
My question is, if Att recall the collection and accepted payment them self, and then they let the collection agency know that the account has been close; Isn't IC systems is supposed to take it off the credit report since the account was recalled and closed from the OC?

The simple answer is no. CA deletion is not mandatory.
When an OC "recalls" a collection, they are terminating further collection authority. That, of course, also terminates any further collection activities by the debt collector, but does not alter the fact that legitimate collection authority existed at the time the debt collector reported the CA.
The OC cannot "recall" legitimate credit reporting done by another party.
That is not to say that, upon contact from the OC, the debt collector wont delete. They can if persuaded to do so. But nothing compels them to do so.
