If it would likely lower your utility the points lost from the inquiry would likely be overshadowed by points gained from improved utility.
No gurantee though. Luckily many companies do soft pulls that don't cost points. Perhaps you should ask your creditor if they do a hard or soft pull to help you decide whether to ask for a CLI.
