If it was me...I would ask the bank to lower the limit to $100 and keep it at near 100% utilization so in order for them to buy the house, they would have no choice but to dispute it. Then after a few months, pay it off and leave it at that or ask for another increase. Then again, you might get some AA from other banks as being at near limit for months may cause that.
The ball is in their court.
If they like the false, CL, so be it.
If they want it removed they have the power.
They have no business telling you what utilization works for them.
It is your card for your use
You have done all you can, now it is their issue.
You should not feel forced to do something you would not normally do.
Or do what @jcooks said at about 60% utilization.
It should only take a month for the phone calls to start coming.

LOL....I actually nearly maxed it out a couple of months ago - $5027 of the $5200 balance thinking they would dispute after if affected their score, but no such luck. Instead I got an email from them with "$5027" in the subject line and the body saying "You did that **** on purpose"
Maybe not keep it at nearly 100%, keeping it at 61% would be ideal (not for them). But get a credit line decrease first, especially since it's a card that you don't use at all any how.

OK, I was wondering if they REALLY still had access, or were guessing at things (or had info from somewhere else) but knowing the precise reported balance suggests that they do. Or have your login to some credit reporting service?
I agree you shouldn't have to close it - I think the plan for dropping the limit to $500 or so should be a good next step
that way you keep it open and have a chance at them finally giving up on it
and you have a better chance at letting it report at 60% since that will only be $300

i had a situation like this after separation where i was on one of hers and she was on 2 of mine - i called her - walked her through the process of removing me and then removed her from mine as part of the 'deal'
Does anyone know what would happen if the card is reported lost and then reissued? They'd close it out on both reports, I'd assume, and then only reissue to the OP, is my thinking. But who knows. What an odd situation, sorry you're going through this.
ETA: I wouldn't close it. Oh well if it affects their file; they know what to do to have it removed and refuse to do so. I'd continue to use it and probably max it out because I can be petty to force the issue on them (if you aren't planning any big purchases or anything and don't mind having a maxed out card). The balance will affect their scores and hopefully they will take action.
From what I gathered, reporting a card stolen/lost doesn't change how it reports to bureaus. The only difference is **WHEN** it reports. I've heard that it may update the balance/usage mid cycle.

Why make it so complicated when you can simplify yourself of thinking. Everybody is old enough to know how to differentiate good /benefits from bad. They know what to do as it comes, so why you care? However, may be I am not in your shoe to know what is exactly going on, but good luck
You don't need to close account if you don't want to. Many banks have lock feature, lock it and forget it.
My 0.02 to you is, don't over think yourself if you don't have to

You lost me with your comment. I'm not overthinking anything. Everything I have mentioned are known facts, not assumptions. I care, and always will as long as my hard work is being benefited from without my consent. While you were highlighting excerpts of my original post, you probably should have taken notice of the fact that they never had a physical card where "lock it and forget it" would even apply.
