So they send me a letter saying we can't reopen your account for the following reasons and they have no reasons.  and they say apply for a new account why would I need to apply for a new account I already have a credit line and have a balance

One could discuss semantics as to whether or not you currently have a credit line but what is going to be reported is a closed account with $0 CL + your current balance.

Have you decided what your next step(s) will be?

If you want to report on your progress in chronological order you should consider using a single thread and updating it when you have something new to share.  That way people who aren't aware of what has already transpired can be informed and those of us who are aware will find it easier to keep up with your status.   [hint: it will also potentially save the mods from some work]
