If the old balance is showing, then they are posting the correct file without a recent update.
The issue could be either that the creditor has not yet reported, or the CRA has not yet processed their reporting.
I would begin by contacting the creditor to ensure they reported the update......

I used my Wells Fargo Secured CC in early February raising my utilization to 30. %. I paid off the balance two days after I charged on the card. It's now mid-April and Transunion still haven't updated its report.
When does that account report? The balances on your reports do not instantly update. Accounts typically report once a month. Even after the creditor has reported it can take the CRA several business days to update.

How can I get them to update their own report?
First verify whether or not there has been sufficient time for the updated balance to report. If there has been then start with the creditor to verify that they are reporting correctly. If they are then move on to the CRA.
However, I'm guessing that you don't know when the account reports given that you're citing the charge date and the payment date versus the report date of the account.
