Transunion dispute problems --- PLEASE HELP!!!

I faxed over a dispute to TU about a ca from Arrow.  My disputed stated:
 
1.  I disputed with Arrow & requested validation within 30 days of Arrow's initial correspondence (this happened in October 2007).
2.  Arrow replied to validation request saying they would not continue further collection until they validated (they responded in October 2007).
3. Arrow has not validated and has since, reported this alleged debt to my credit file (they reported in December 2007).
 
I sent in a copy of Arrows first letter, my letter to them, their response to me and a copy of the green card.  I received a letter back from TU stating they couldn't accept my documentation. So, I called and was told by a rep and a supervisor that, they will not remove the file. I have to have Arrow do it. The supervisor agreed with me that if Arrow didn't validate, they couldn't report. Yet she told me that it's okay that they reported.
 
So, I'm wondering what I should do now?  I know I need to send Arrow another letter cursing them to hell and back for breaking the law, but what about TU? Aren't they violating by reporting this?  Right now, I'm thinking I should mail TU another dispute and DV request. Then I should go back and dispute the file on my CR.
 
I faxed this information to all 3 cra's and it  seems, only equifax has accepted my dispute. I don't see it on experian as being currently investigated.  I know I'm rambling but I'm just SO upset right now, I could scream!!!  PLEASE HELP (or I might just explode!)!!!!

Okay Timothy. I'm going to search this site for some sample letters.  If you have any samples, I'd appreciate a peek.

This letter, sent via Certified Mail # xxxx xxxx xxxx xxxx xxxx, return receipt requested, serves as formal notice of your failure to investigate a dispute.  I sent you a dispute on 8/xx/2005 via Certified Mail # xxxx xxxx xxxx xxxx xxxx which was signed for by you on 8/xx/2005.  In that letter, I formally disputed inaccurate information listed on my consumer file.  For your review, I have attached a copy of the original letter.

As you are well aware, federal law requires you to respond within 30 days, yet you have failed to investigate my dispute.  Failure to comply with these federal regulations by credit reporting agencies are investigated by the Federal Trade Commission (see 15 USC 41, et seq.).  I am maintaining a careful record of my communications with you on this matter, for the purpose of filing a complaint with the FTC and the Attorney General of Texas should you continue in your non-compliance.  I further remind you that, as in Wenger v. Trans Union Corp., No. 95-6445 (C.D.Cal. Nov. 14, 1995), you may be liable for your willful non-compliance. 

This is a serious error in reporting.  Do not delay further. Be aware that I am making a final goodwill attempt to have you clear up this matter. You have 15 days to cure. I demand you immediately delete the following inaccurate entries from my file:
