TrueCredit "Lock"

With my TrueCredit subscription I see I can lock my Transunion report for free, and have heard you can do this with the other bureaus for a relatively small cost.  I'm just curious what this actually blocks?  I can still pull my own reports, correct?

Listed near the bottom is the following disclaimer:

Disclaimer
TrueCredit Lock will only prevent delivery of your TransUnion credit report. It will not apply to your Equifax or Experian credit report. Remember that while a credit lock prevents most third party access to your credit report, a third party may access a locked report in certain instances that are considered a low risk for identity theft such as, official government investigations, collection activities and insurance underwriting and claims administration.

Would this prevent unscrupulous debt buyers from "probing" your account, or would they likely fall under this abovementioned clause?  Also, would it cause problems for soft inquiries of say your present credit card company checking your status for CLI eligibility, etc.?  I rather like the idea of being able to force a clean inquiry record except for the times I know I'm actually going to apply for credit.

Re: TrueCredit "Lock"

i recently locked all 3 of my cbr's. i have true credit and i am still able to pull my own reports. freeze's blocks anyone else from pulling them unless you unlock them first.
