Yup, you certainly would start your own thread. I suggest you spend some time planning out how you want to structure the first post. Take a week or more. Make several drafts. All before you officially do that first post. I can suggest at least a few different people who could give you their thoughts as you work on it, though of course it would be your thread and it's ultimately up to you.
And earlier in this thread I gave the OP some suggestions on things he/she could do with it to improve it (from my vantage only of course).
It's also very possible that, should you wish to hand over the thread to somebody down the road (e.g. our friend Rprisco), one of the mods might be able to transfer the editing rights to that new person.

I can confirm this information. They are not quick to update though.
Would an updated "pinned" post be preferred to something like a Google Sheets? I can hammer something out much more quickly that way but I can't really think of any sheets being used on the forums and did not find a specific rule one way or the other.

I don't know. You can ask a moderator if you like. Would you like me to ask a moderator to comment? You and the mod could chat via PMs about what you are proposing and how Google Sheets would figure into that. Regardless you will certainly need to start a new thread when you are finally ready.

This (from Doc of Credit) might also be a good resource especially for CUs, but it was last updated in March 2017 it seems so slightly out of date.
