While I would say there's a finite number of cards offering points in the U.S. - but there's many of them. I know some people cancel cards that have AF. I personally don't app for those and don't plan on closing any cards in the near future myself.

Chase has a 2 year rule (currently) but could change who knows so yes in theory as of now you could close a card and apply again for the bonus but who's to say the card will be around or worth it at that time
Once you get all cards ..hypothetically speaking with the best signup points...what do you do after? Reap the rewards until a better offer/bonus comes along. Garden so when that opportunity comes along your ready to pounce

I don't but some do. Some sign up specifically for bonuses and this is referred to as churning which is frowned upon by some creditors.
Keep in mind that each new account impacts your AAoA.
Make sure you're carefully considering the rewards programs that you intend to app for and that you can maximize point value versus just trying to collect every sign on bonus out there. Redemptions tends to have a significant impact on this.
