Hi DotsSon and welcome to the forums.
This thread is over 4 years old so you might not get an answer from HappyDays any time soon. I wil tell you that yes you can go ahead and send a DV even if it's past the usual 30 day time limit to respond to a dunning letter. I have read several posts where a DV was still successful even after being sent late. It can't hurt. All the CA can do is ignore it.
Now if you happen to live in Texas there is no 30 day limit on sending a DV letter and the CA must answer that DV within 30 days.
