Unless they give you a card with the absolute lowest APR, they will include in their letter a paragraph saying which CRA they pulled the credit report from and you can request a free credit report from that agency. Pick up any credit decision letter and you'll see the paragraph. It's pretty easy to see.

I'll pull one, then 4 months later pull another, wash, rinse, repeat.
No scores, of course, but they don't matter much anyways if you play the game straight. The scores take care of themselves, regardless of flavor.

so if i pulled in december i can pull again in dec?

is there anyway to find out when you last pulled?
I think it is every year from the date pulled the previous year.
The CRs will show the date that you pulled it in the SP section. Like TU even adds a statement like "FACTACT Free Disclosure." next to the SP of date that you got your free CR.
So if you have your CRs you can look for the SP date and statement, then you will know when you pulled your free report.
The statutory mandate is once every 12 months, and is a rolling window based on your last free report.
The requirement for a free report flowing from an app for credit comes about if you are either denied or offered credit at less favorable terms, and lasts for ninety days from the date of denial or offer for less favorable terms. The creditor does not provide the free report, it must be directed to the CRA along with a copy of the denial letter within that period to be redeemed.
