TU needs to give you some love.
I have found them the easiest to work with PRIOR to the TC lockout thing.

I have the Delta Gold and got 1k on it in July. Last month I called and asked for 2500 and they gave it to me. Then I just hit the luv button yesterday and went up to 5k. Very happy with AMEX overall.

Don't know if it is ever safe, have heard of ppl going thru multiple F/Rs but still think that's the rare exception.
 
I hit the luv this week on my Blue, went from $2k to $5k. Content with that.
