When to dispute with CRA's

I am also new to this process and have been reading the FICO forum for a couple of weeks.  Great info, I have learned a great deal.  I'm just a little confused about when to dispute with the CRAs.
 
After recently obtaining my credits reports, I noticed some collection items from 2003-2004.
EQ shows 1
TU shows 2
EX shows 4 (3 open & one closed)
 
I'm not sure if they're valid.  What is the best first step, a dispute with the CRAs, DVs with the CAs or PFDs with the CAs?
 
Any advice you can provide is greatly appreciated.

I assume these TLs are reporting accurately? If not, you should dispute.
 
If they are, try a PFD.
