The PP card from Citi has been known to give out better starting CLs than their other cards if you're just starting to try to get higher CLs. Once you have the PP you can just convert it to something else. I wish I had known this before I got my 2 cards from Citi recently.
My highest initial CL was from Chase.
BofA and Citi are the only 2 to give me CLIs so far, Citi at activation and BofA about 1 week after I activated.
AMEX gives out the best and most frequent CLIs but they are also quick to take them right back with an F/R. I got my AMEX in December 06 - started at 6K and I've gotten 2 CLIs to put it at 16K now.
Unless you have good scores I'd hold off on PenFed as they are very picky. CCCU was generous with me though. Within 2 months of being denied 3 times by PenFed (kept asking for a lower CL right down to 1K) I've added about 75K in total CL from other issuers on mostly new cards.
