You might try Cickle Back Lending. My utilization was a mere 30%, but I wanted to get my CC utilization down to $15 and only have to make 1 payment. They approved a $10K loan @ 10% with a TU 651.
Payments are $327 month which is about $30 more than my actual bills, but I SD the cards I paid off and will garden until this loan has about 6-12 months of activity.

Which ones have you received denials from? It's hard to make recommendations without knowing that.

most of them turned me down. I have small loans with lending club and prosper that I took out for other purposes. I tried getting a second loan from them and they turned me down for high utlilzation.
I got turned down from avant, borrowers first and circleback. I have nothing negative on my report but the thing that is the issue is the high utilization. I have some cards with no or low utilization but some with high.. just can't get around this for some reason.
In addition to those, there is also Payoff.com, Sofi.com, Upstart.com, BestEgg.com, and PromiseFinancial.com that are are all soft pulls to see if you qualify, how much you can get, and at what APR.
