Depends on the type of card and the card issuer policy.
Some cards "limit" is not a real limit (no pre-set spending limit cards) and so they sometimes only report the high balance.
Some companies, such as Capital One, have been guilty of only reporting high balance rather than a limit, though they seem to be doing better now.
You can initially file a bureau dispute on the limit and see what comes back. But if the company does not report it, you can contact the company and ask if they can/will report the limit and why this would help you.
If they won't do this....some people have temporarily run up their balance close to their limit, let it go past statement cut off so that it reports the high balance and then paid it back. I'm not sure that you would want to do this with a 35k CL.
