dealing with CA - got a Question

Ok, Cap 1 is the OC, they are contracting a CA (global finance) or something.  I owe $695, but they are offering $569 settlement.  I asked to have it sent to me in writing before I pay, they claim they cant do that, and I will get it in writing after i pay them.. Now Ive heard bad stories about Cap 1, so I'm not too sure how to go forward with this.  I dont know alot about re-aging and such but I hear Cap1 are crooks.
 
Im thinking I should cut off phone contact, and start writing them only.  If I do this, do I mail my letters to cap 1 or do I look up this global finance company and mail them?  Im not even sure what my ACC # is.  I want to pay them, I would LOVE PFD but I understand cap 1 doesnt cut anyone any slack.  And I understand if I dont pay them I will likely get sued (this is in SOL). 
 
Please let me know how you believe I should move forward with this account.

Remember that Cap1 doesn't need to answer the OC letter untill after they verify with the CRAs.....I would dispute just to get an answer from the OC letter.....that should give you the info on DOFD/DOLA...then if it is changed you will know.
 
Then mail a PFD  CMRRR   see if they will accept....BUT I would pay Cap1  even if they will not accept PFD.
 
I would not do anything with the CA right now.
 
You only need the account # that is on your CR.

Thanks Happy, I have a partial acc # on my CR.  Is that ok?
 
So you suggest I mail cap 1 a PFD PIF, and if that does not work, mail them a settlment offer?  I just want to make sure I get an offer in writing from them before I pay anything less than the full amount.
