Anybody know the upper limit of credit card CLI? Or even credit cards in general? 2X of income? 10X of income? just wondering when banks start to lower SL of credit cards or stop issuing credit cards in general?

To be blunt, there is no such a thing; some banks limit, others do not. There are folks on this board who have many times their annual income in available revolving credit, others, like myself, who only have a small fraction. There were times in my life when I had about 6x my income, but about 90% of my spend was business related and reimbursed by my company so high limits were essential; I'm sure there are LOTS of folks out there like that.

Back when I was working I was a big spender too, l ol. They wouldn't pay for first class, but would pay to fly nearly anywhere. Sometimes we would buy an extra seat to fly equipment in the passenger cabin. I remember I volunteered to arrange shipping some special test equipment once. No problem, not my money. FedEx had to know the value. How would I know, it was one of a kind. I called the accounting guy who billed uncle sugar for it. It was billed at cost, "time and materials". Materials were nothing, but when it's designed and built by rocket scientists at $200+/hr it got pretty pricey. I suggested we get some union tech's to build next time. Their time cost less and they are a lot faster. Someone suggested we abandon it after the test to save shipping. When I told them that junk priced at $100000+, they shut up.

Nope, not in aggregate. Yes there are maximum CLs for individual cards and even in total within a lending institution.
I don't track card limits myself. Starting limits depend on income, credit score/history and recent credit seeking behavior. There is likely a thread or threads discussing maximum credit limits for various cards. Do a search.
Navy will not extend more that $80k total across credit cards.
I have heard it is hard to get past $100k with Citi.
I have heard Wells will not go past $60 for one card.

Every institution is different. Some have specific guidelines, many do not.
Thanks guys for the info. I will try to search more, but it's kinda hard. But yea I assumed it was 100k for single person. Or 2X your income. Thanks for the info, I will keep applying instead of gardening. Though I will slow down a bit for buziness cards and such. Not gonna go too crazy. Considering how crazy it is already with 11 cards. I think 15-20 is the ideal limit on cards I will get.

There is no one size fits all set of limits and metrics for maximum limits and scores. Consider the following:

I've seen in various places that Chase will limit total CL on Chase revolving credit products to half of one's reported income but I've also seen a single reported instance on this site of someone exceeding that.
