I don't have direct experience, but I've read on the forums that indeed they do.  If not, I know for a fact that USAA does at <2% APR difference, and if you can get into NFCU, it's easy to get in there.

Edit: further detail, I believe NFCU secured loans are secured against a savings account, whereas USAA's are secured against a CD.  Someone posted that I think over in the credit card forum recently, may have been Webhopper.  All credit goes to them, any misinformation is my fault if I misremember .
