small collections that I was never informed of

I recently discovered a small collections amount on my credit report ($60) from time warner cable. I called and all they could tell me was that it was from service I had 3 years ago but they couldn't tell me more or accept payment for it. 

 

I was never notified of this outsanding debt, before it went to collections (I even had an account with them in the past year, and it never came up during that time) 

 

I called the collections agency and asked them if they would do a pay for delete, to which they refused. I am going to request verification of the debt but I doubt that will work. From some internet research it seems that recently PFD is not being offered (I guess the credit beuraus don't like it?). Is there anything else I can do, especially given that I was never notified by time warner beforehand? If and when should I pay it?

I wouldnt pay them anything. Timewarner did the same thing to me.  I would dispute it. It most likely will fall off. Dispute it online via the TU online dispute process. I did and mine fell off.

Here is the link to dispute it online with Transunion. Register  and then choose the collection as the item you want to dispute.  Choose the option " I have no knowledge of this account".  They have 30 days to proove you actually owe the debt (which they most likely cant). in which case it will fall off.

If you are in fact aware of the debt, as it apparently the case since the OP acknowledges both the OC and its amount and approx date, then a dispute asserting no knowledge of the account would not be proper.

A request for debt validation must be timely in order to impose any cease collection bar on the debt collector.

If dunning was sent more than 30 days ago, then any DV request would not be timely, and could be ignored.

 

A debt collector is not required to provide any advance notice prior to reporting their collection to a CRA.

Lack of prior notice is thus not a basis for requiring deletion of the reported collection.

 

You can always pay now, thus discharging the debt and removing any issue of possible civil action or any further updating of the collection as remaining unpaid, and then continue to request their voluntary deletion by way of good-will requests.
