From the name, it looks like mid America bank and trust. They target people with old (usually past sol) debt and get you to repay by issuing a new credit card. http://online.wsj.com/article/SB10001424052970204058404577106841027702670.html

If you have never initiated a request for credit or insurance with them, the ONLY permissible purpose they would have to pull your "credit report" is to make you a firm offer for credit or insurance under the so-called promotional offers provision of FCRA 604(c).

 

Under the privisions of section 604(c), they submit a request to the CRA for a listing of consumers that meet their established criteria for their firm offer.

They may receive your name and address from the CRA to make you the offer, and cannot receive any account-specific information.

Their inquiry is specifically prohibited from showing in any credit report issued to anyone other than the consumer (i.e., it must, by statute, be coded as "soft" by the CRA).

 

If they have obtained your name from a listing provided by the CRA, they MUST then make you a firm offer.
