Regarding Fico scores, what does the Experian score reflect? Is it a part of the Fico?

I'm not sure I fully understand your ?.  The Experian FICO score is the FICO score using the information available in your Experian report.  FICO is the score forumula that leading lenders use.  They will pull your FICO score for each report: TU, Equifax, and Experian.

If you're asking about the score that you can buy from the Experian site, that is their PLUS score, and it is not in any way related to a FICO score. It weights elements of your credit reports differently, and it has a different score range.

Prosper.com uses a modified PLUS score to assign risk to its borrowers, but they're about the only lenders that use this score.

An interesting novelty, if you want to pay for it, but not helpful in tracking your FICO's.
