It is my experience that paying off installment loans can actually lower your score.

I paid off 2 auto loans back in August, and my scores tumbled 25 points.

Are there any late payments on your reports?  Were you actually 30-60-90-etc.-days late?  It's something I didn't initially think about.  I had one late payment reported 30 days late back in February.  When I realized I was not actually 30 days late, but around 20 days late --I disputed.  Afterall, I wasn't technically 30 days late.  Initially, my score dropped by like 11 points (b/c the dispute takes the account off while they investigate and that may temporary hurt your score).  Anyway, after the investigation, that one 30 day late late payment came off.  My FICO score went up by 69 POINTS!  The score shot up the same day that payment came off/ the account was added back.  There was no other change to my credit report.

Try keeping the utility that reports to the CRA below 9%.
 
If you have spare cash, reducing the total amount of installment loans (not paying them off) can help sometimes.

If you make a payment, but it's less than a full payment, is that still considered late?
 
Like, my AMEX green charge card.  I owed $985 on it and paid $600 about two weeks late.  I'll pay off the rest in two weeks.
 
Is that going to be considered late?

if it goes past the next billing statement before you pay, it will probably show a 30 day late.
If you only have 2 accounts will low limits and scores close to 700... maybe another credit card, wamu, hooters, another amex if you get your green paid on time.

Some time writing a GW Letter and requesting them to remove the lates can help also to boost the score. It does not cost much to ask. Some might take them out if you ask.

Whether it's considered late would probably depend on your cc agreement.  My guess is that you'd be late.  However, if you can pay a substantial portion now and the rest in 2 weeks call AMEX.  Tell the CSR your situation.  Tell them that you'll [au 600 now and the balance in 2 weeks.  AMEX is usually very understanding.  If you tell them, they'll probably give you an extension --preventing the reporting of any late.
