vacating judgement/getting lien paid off

I had a judgement against me from the state of NY taxation. It was paid in full a year and half ago, and "satisfied" reflects on my FICO report. I am going to try and have it vacated. Once it is vacated, is it true that it will be as if it was never on my credit score? So if it is succesully vacated, can i expect my score to go up right away? it went down 18 points when the judgment first appeared.

 

Second question:. I have an IRS lien, but no judgement. If i get the IRS paid off and they release the lien, will that reflect as positive right away? or will that take time. does having a lien released make any real impact? or is it just a matter of time?
