 I had a cell phone from Quest when i was stationed at ft lewis wa.  contacted them before i left the area and paid my bill in full. the area that i moved to had no service for them so they canceled my plan with no charge. I recieved a bill two months later i called and explained the above to them for the third time. and they agreed that i owed them nothing. seven months later i find out that i am in collections for $400. I contacted them once more and i find out that i had a $197 bill. after they removed the charge for the cancelation fee. my credit is already screwed from this, yes i owe the $197. how can i fix my credit score

If quest still owns your account, be sincere, describe the situation which you exaplined above and then offer a recall of the account from collections and a pay for delete in exchange for the balanced owed. You were told by CSR that owe nothing, so use that as your leverage.
