You left the house in 2012 & did what with it? You mentioned renters where in the house in 2015 through mid 2016 & that it sold in August of 2016. Who collected the rent & what type of sale was done in 2016?

You need to figure out when Bank Of America actually foreclosed on your old mortgage. You are not eligible for another FHA mortgage for 3 years from that date regardless of the CAIVRS issue.
FHA/HUD will only suppress CAIVRS if it can be shown that the lender did not follow FHA/HUD requirements/time lines for foreclosing & or filing the claim.

Ok, so if BoA forclosed on your mortgage back in 2012, you should qualify to have your info suppressed in the CAIVRS system. The fastest way to get that done is to contact your local congress person's office & get them involved.

You need to be way more assertive/aggresive with Rubio's office to get them working on this for you. Keep calling until you get someone on the phone that will help you.
The other option is to request the suppression on your own.
