Latest Update: I took out the revision history. In an effort to shorten this post. I moved National Institutes of Health to non geofenced based on the their website information. The credit union is for medical professionals and non to help with their financial and banking needs. The credit union has been doing this for 70 years. This is just information only. Also added several geofenced credit unions.
Background
The information below was derived from internet searches like American Consumer Council credit union list. Some of the credit unions on the list will take care of joining the ACC for you, others do not. I also used Depositaccounts.com membership section for guidance on membership criteria as well as the credit union web site. Other useful information on Depositaccounts.com is it provides savings rates information on most credit unions or banks. In the health section of the credit union or bank provides health measurements in the form of a letter grade and by clicking on the grade additional information is provided on why the grade is given
The credit unions listed below because they can be joined by being a member of the American Consumer Council. There are regional American Conumser Councils as well. The membership is free or you can join by paying a membership fee. I called the ACC and asked if they had a list of credit unions you could join by being a member. They did not have one. I did some research which is below and how I got the information. What I would like it is feedback. Is how I have the credit union classified correct? Is there a credit union missing from the list? Sorry for the very longish post.

On personal note I have joined two credit unions (State Department FCU, Quorum and Logix FCU using American Consumer Council )
Terms
Geo fenced – The credit union only accepts new members in certain state(s) listed using American Consumer Council
Possible geo fenced – Cannot determine if the credit union will accept memberships outside the state(s) they have branches in by using American Consumer Council or the state or regional branch of the ACC
Not Geo fenced – Accepts new customers from any state using American Consumer Council or the state or regional branch of the ACC. The state is simply the state where the credit union is located

RBFCU (Randolph Brooks Federal Credit Union) Geo-fenced to Texas. They previously had ACC as an option though I don't know if they still do since stuff can & does change over time and through the years. I can't find a list of eligibility options on their website. Maybe someone can comfirm and if they do in fact still have ACC as an option then you can add it to the geofenced section.
Thank you for putting Mountain America under the non-geo fenced credit unions. They're definitely not geo-fenced.

@Royalbacon Thank you for your feedback. I researched Randolph Brooks Federal Credit Union. I had seen posts on Myfico about them . On their web site there is no mention of the ACC nor any of the alternative methods of joining the credit union. Also depositsccounts.com does not mention that option either. I am of the the opinion they no longer accept this method of joining if they still do I would need someone to tell me how. Most credit unions ask how do you qualify for membership fromj their you can select the ACC. But you do not have the option on this credit union web site.

It's late in the member application process somewhere after you enter all your personal info you can choose your eligibility, or it was back when i attempted to join and ended up being told you need to be in Texas.

Yeah, you need to be a Texas resident, as far as I've been able to tell. They've actually expanded in the last 10-20 years, as RBFCU used to be open to residents of Bexar county only and a few surrounding, close areas. They've been expanding lately (Austin, Corpus Christi, etc.) in the state.
Green State CU (based in Iowa) is not geo-fenced as I was able to join a couple weeks ago and approved for a CC from them on a SP.

Just out of curiosity I went to Green State web site. I clicked on join. The questions shown below is after you click next telling you what you will need. Now this leaves me with more questions on how can join with the ACC and not be in one the states listed below
