I deposited a check of $1303 into my chase secure banking checking account and they placed it on hold.
Why would they do that? by what time should it clear?
and received the following email with this message: This is an Alert to help manage your account ending in ####. On 06/22/2020, we placed a $1,303.00 hold on your account. Your funds will be available on 06/30/2020. Deposits are subject to further review.

This is standard procedure unless the check is from the same bank it's deposited in. Usually, you get access to a small amount, like a few hundred, until it clears
It's a check from wells fargo. no didn't get access to a small amount.
is the hold because of the somewhat high amount?
should the check clear by 11pm tonight?

No, the hold is because it's from another bank. Normally chase gives you $200 when you deposit. Maybe they don't think the check is legit.
Sorry for your troubles. The deposit times vary from Fi to Fi.
Normally with USAA my mobile check deposits are instantly available.
I've deposited a $5000 check and was able to pull it right back out.
All banks aren't created equal when it comes to stuff like this.
Some banks take several days to clear.

could it because the payer didn't fill in the FOR what they paid?
or the payer doesn't have money in there account?

The date given in the online system is obviously a ballpark number. If you are in a hurry, you can give chase a call and they can usually tell you more details than "it is on hold".
They can also sort it out during the call if possible (for example, via 3 way call with the other bank confirming account ownership and fund availability).

This is common especially if check is higher than your balance or average balance.
DON'T WORK FOR CREDIT CARDS ... MAKE CREDIT CARDS WORK FOR YOU!
Lots of things come into play. I know your age of account, whether you've had checks returned unpaid, average balance and where the check originates from play into the hold decision. When I had WaMu for checking I was on a first name basis with a branch manager where my account was set up and she would typically release holds for me if the system was being a little overly conservative. She usually had no problem cutting the 10 day holds down to 5 for large locally drawn checks to a certain point. (By this time, they usually can see if a check has been paid or not.) The only thing I couldn't get her to budge on was a "draft" that was on a small bank in Ohio for $45K for an insurance settlement. She said "drafts" are complicated to get a confirmation of payment, and for that amount she couldn't take the liability of overriding the system. (I figured as much, but it was worth a try!)
I've had my CU account for 15 years now and their system will give me immediate access to any check deposited under $5001.00.
