Debit card with chip and pin

Is there a debit card that have chip and pin? I was told by chase that it will be a long time to implement their debit cards with chip and pin.

I heard Visa, MC, etc. are wanting U.S. cards to be converted by October of next year, but I don't know how true that is.

What the law says is Fraud liability for magnetic stripe purchases will begin shifting to retailers in October 2015.

USAA Federal Savings Bank of Texas has a Secured Plus Checking Account that offers a USAA WMC Debit Card with a true Chip & Pin (Not chip & signature).

Bank of America has started to roll out debit cards with chips. I have two of them.

The fraud liability shift for debit cards will occur after 10/2015.  I am not sure exactly when that will be.  However, there should be more CU's and banks rolling out EMV chip and pin debit cards in the near future.

SECU (NC State Employee Credit Union) was the first CU that I know of with EMV chip and pin debit cards.   Assuming you can join, I believe the monthly fee for their checking account is $12 per year.
