Frozen Chexsystems report and inquiries

So I applied for membership with Patelco CU and was notified that they couldn't provide me with a decision because my Chexsystems was frozen.

So ordered a new pin to unfreeze it and ordered an updated report while I was at it.

I was surprised to see inquiries from all the places I've applied for accounts over the last several years... including Patelco.

The section header states "Inquiries viewed by others".

So if my Chex report was frozen, how could I incur inquiries?  And if Patelco is showing up as an inquiry, why would they tell me that they couldn't access my report because it was frozen?
