I know when you get a share secured loan from Navy, that there is no hard pull. I'm not sure about what happens with a secured card.
You could maybe try just calling them and asking and see what they say.
From my experience, Navy does a hard pull for their secured credit card. A family member just applied yesterday and they pulled Transunion.

As I mentioned in the other thread, my experience in-branch was no pull (I had taken a friend with little credit in-branch). The banker said no pull would be done period, that it was a guaranteed product for a member with a savings account. This is what happened -- no pull.
As always, YMMV.
There's definitely a hard pull from NFCU on their secured credit cards.
And funny thing about that: They might pull it twice in the same day, like they did with me. I got both, a secured Mastercard, and a secured Visa from them on the same day. NFCU did a hard pull for both of them. Dammit.
At least I'll have two new tradelines showing good credit history.
