Most of the datapoints i've found from people saying out of state people can't join are from like 2010-2012-ish.

I really believe you would be approved. I think it was October or Novemeber of last year I had a friend who resided in a southern state apply to PSECU using the path of a donation to the same organization.
Funny enough, that is how I became a member even though I had 3 or 4 immediate relatives as members... something I had forgot about.

Good thing with my app being manually reviewed and me being required to provide my drivers license is (if approved) I shouldn't need to worry about my account randomly getting locked later asking me why im trying to join when I'm outside of their geographic area (Pennsylvania) and being asked to send in documentation to verify my identity, like what was happening to people with BECU.
My membership was officially approved! So a new data point to put out there, out of state folks can indeed join PSECU via donation to the Pennsylvania Recreation and Parks society! I have no idea when they started allowing out of state applicants again but I can safely say that they do again!
It is still a Experian hardpull to join, no idea if they pull Chexsystems. Old datapoints from like 2011 i've read say they don't pull Chex though those datapoints are nearly 10 years old by now.

My experience with them - take with a grain of salt!
4/2018 EX for membership and CC
8/2018 Ex for CLI
8/2019 TU pull for their Classic CC and Limit Relocation, i think I initially had Experian frozen and they asked me to remove the freeze
A sibling of mine applied 3/2020 for a CC and Auto refi, they pulled EX. So my experience seems rare.
Before joining, I wish I knew they do a HP when joining and that the max exposure limit among there cards is a total of $30K. If choosing a
CC I hope you get what you want. All CLI are HP's and they no longer request from you the limit you would like to have. their systems are more automated now.
* You already know that the HP last for 30 days so use those appropriately!

Quick question if your still around. Is the savings account, checking account and member number all the same? It says to set up direct deposit to use your 10 digit member account number (Which I got in the welcome documents) with their routing number. I just literally use the member number and nothing else? Every other credit union i've been apart of, the member number is a completely seperate/different number from the checking & savings account number.

We did sort of shut them down (probably one or two other sites as well) as back in the day EX FICO 2 wasn't something that one could really get. Can probably find one of my old posts SMH for not applying before the closure.
Then NASA credit union and eventually Experian opened up their pay service getting it daily for those that really cared. Credit monitoring market has changed to where it isn't really a big thing anymore, actually nice to see that PSECU was paying attention both in the restricting the applicant pool and then loosening it after the issue had passed at some later point when their needs changed and the overall market had changed.
If that isn't a sign of a well run CU from a bigger picture perspective, I don't know what is.

To be honest, it has been 3 years now and there account numbering is still very confusing to me. If I am not at home when information is need I usually speak to a CSR for clarification.
I do know there are certain number they can not provide over the phone however they do point me in the right direction which allows me to sift through my documents rather quickly.
PSECU has never disappointed me. My only disappointment has been through fault of my own. ie. max CC exposure $30K and not knowing that stopped offering their LOC product sometime before I became a member.
I had an open/unpaid CO that at the time I foolishly had no intention of repaying.
There rates listed on their website are the rates for all members if approve. There underwriting is not as much credit score based as other FI. Relationship, DTI, PTI and other variable play a huge role in their decisions and I like that. I think my scores were in the mid 600's when they approved me for my 1st $10K, $14K and $20K products whule at the same time my DTI was around 2% and my utilization was consistently kept under 4%. I did attempt to conduct many transactions on there products for several month to build use and payment history, as this was my focus back then. They had given me my first revolving credit product in just about 12 or 15 years.

I did some trial deposits via Paypal and Venmo and they both went into my checking account when I used the member number! Got it figured out!

I noticed when reading those old threads from around 2011 people were stating they updated the eligibility page to say the Recreation and Park Society was only for Permanant residents of Pennsylvania. I noticed it does not say that now which was one of the things that prompted me to think that maybe they allow out of state applicants again.
