Ummm.. silly question but did you activate the new card with the chip?
A (new) replacement card won't work till you do that which might be the reason it's being declined?

The only other thing I could possibly think of is the actual chip terminal at the counter is the reason for the decline. Sometimes some are faulty.
My BofA card had a faulty chip. If it's chip that's failing, after three tries the pinpad will tell you to swipe it.
If you don't get to this, then the issue is on Disco's end, i.e., the card probably isn't active.
