REG D? When was it created?

Hi there, I am wondering if somebody could answer this for me. When was Regulation D enacted? Different searches keep pointing me in the direction of 1933 when the Federal Reserve Act was enacted, whereas other sources say the 1980s...whats the firm answer on this? Links?

There are several Reg Ds one is a Securities and Exchange Commission law first enacted in 1933. There is also a FRB Reg D which was enacted March 31 1980
