Welcome to the forum!

That seems to be their policy. From another post.

Can confirm; I asked at 11 months and they told me to ask again the following month.

Not true.  I called them a year or so ago, and told them I wanted to combine my limits on two cards so that I could start putting all my spend on my Flagship card as I never let a card go above 10%.  I couldnt use the "I have a balance transfer" excuse because I didnt have a balance on any credit card.  Long story short, I got a call the next day asking me how much credit line I wanted to transfer and I basically had them combine my two cards into my Flagship Visa.

Active Cards In My Wallet: AmEx BCP 70k | NFCU Flagship Visa 80k | Atmos Summit Visa 34.5K
Inactive Cards: AmEx Delta Reserve Biz 22k | Citi AA World MC 22k | Discover IT 10k | Citi CCR 44k
